Terms and Conditions

Please read these terms of service as they contain information about your rights obligations when using the Pass Functional Skills service. (“this website”, “We”, “PFS” “the company”).

Pass Functional Skills (PFS) is a trading name of Complete Tuition Ltd.


1.1 PFS offers formal examinations for Ofqual regulated functional skills exams. When you sign up for these services, you do so in accordance with the following terms.

1.2 Candidates can book the exams directly through the PFS website which details how each exam works. When signing up for our exams you agree to adhere to our terms and conditions, which includes the creation of a free course user account for each exam booking.

1.3 We provide learner instructions which are guidelines for each examination to help learners set up correctly in advance of exam day. It is the learner’s responsibility to ensure they have read these instructions prior to the exam day.

1.4 Those individuals who fail to comply with examination protocols may be disqualified from an examination based upon the evidence provided by the invigilator or exam recording.

1.5 Examinations are marked by qualified examiners. Results are provided within set timescales and certificates awarded when candidates meet the required standard. In the rare event results are late, we accept no liability relating to any losses incurred by exam entrants as a result of this. We will always endeavour to provide results within good time, but occasionally this is out of our control and therefore we can not guarantee the timescales stated on our website or those given by administration staff.

1.6 We are not responsible for the outcome of any examinations, and can not be held accountable for candidates that receive a mark or grade they are not happy with.

1.7. Where we agree to take a deposit for an exam or a payment as part of a payment plan, the fee is non-refundable. All fees relating to the exam must be paid before the exam takes place. Where fees haven’t been received by 48 hours before the scheduled exam time, the exam may be cancelled and ready to reschedule once full payment of the exam fee has been made.

1.8. Where learners wish to appeal an exam result, they are welcome to do so but this will incur an administration fee. Appeals can take up to 25 working days and this will result in a potential delay to any resit and the discount offers for resits will not be offered unless the mark being appealed is within 5% of the given pass mark. Where learners are more than 5% away from the pass mark we do not advise appealing the result, and remind learners that marks can go down as well as up.

1.9 Free Resit for Functional Skills English Level 2 Exam – This gives you one free resit for one of the 3 exams which makes up the Level 2 qualification. If you fail more than 1 of the constituent exams, a resit fee will apply.

1.10 Exams that are booked for choose date later expire after 1 year.

1.11 If you need to rearrange your exam date, the fee for doing so is £30 as long as you are more than 48 hours away from the scheduled exam time. If you look to reschedule within 48 hours of your exam time you may have to pay the booking fee again or a larger administration fee to cancel and rearrange the exam.

1.12 Speaking and listening rearrangements incur a £30 fee when 5 or more working days away from your scheduled exam time. Within 5 working days of your exam time you can not rearrange this exam as other learners are dependent on your participation for the exam to go ahead. Therefore the standard cancellation fee of £99 will apply in these circumstances.


2.1 All paid courses involving access to software are non-refundable. Once logged in it is assumed the software has been accessed and therefore no refund is due.

2.2 Any content within a course is owned by PFS along with all rights relating to it. When you take a course you are able to use this content for the sole purpose it is intended for and under no circumstances have the permission to share this content. Where you purchase a course, the login details created are for your use only. Sharing of login details with others is prohibited and could result in your course being cancelled.

2.3 PFS accepts no liability for performances in exams or otherwise, for those who have used one of our online courses.

2.4 Course access expires after 1 year but free extension can be granted at the discretion of PFS.

Cancellation and Refund Policy

3.1 Shop products such as revision cards and revision guides can be returned to Complete Tuition Ltd, Evans Business Centre, Hartwith Way, Harrogate, HG3 2XA and will qualify for a refund if they are returned within 14 days of purchase, are unused and are still in ‘new’ condition. Under no circumstances are return shipping fees refunded.

3.2 Purchasing an exam from PFS immediately instructs our team to process your booking, this is the start of the service we offer. You are able to claim a partial refund, minus cancellation fees, within 14 days of your exam purchase, as long as:

you haven’t taken the exam during this time.
your exam isn’t scheduled within 2 working days of your cancellation request.
you haven’t selected the ‘fast track’ option.

3.3 Where an exam date has been selected, cancellations will incur a standard admin fee of £49 per exam, assuming the cancellation request is made within the 14 day cooling-off period. This fee is to cover the cost of administration expenses involved with exam bookings but also to cover the cost of cancelling invigilators who are booked at the point of exam purchase.

3.4 Exams that are cancelled within the 14 day cooling-off period where a date has not been selected, are entitled to a full refund, minus a reasonable cost of service, which will total £20.

3.5 Cancellations outside of the 14 day cooling-off period are not due a refund and any good will gesture offered is at the discretion of PFS.

3.6 ‘Fast Track’ exam bookings are not eligible for any refund – Fast Track is any exam that is booked with a date that is selected within 2 weeks of the booking. This is because work starts immediately on these bookings in order to process in time.

3.7 For functional skills English exams, the £49 cancellation fee is applicable to each of the three parts of the exam; reading, writing and the SLC. Where SLC presentation instructions have been provided, this is considered the start of the exam and in this scenario no refund is applicable.

3.8 Exams can not be cancelled within 48 hours of the scheduled time. If you do not attend an exam, then no refund will be due.

3.9 All deposits are non-refundable.

3.10 Those who pay monthly, may be required to pay in full in order to take their exam or for their results to be released. This is at the discretion of the company who reserves the right to cancel exams and withhold results where payment plans are cancelled or are in a default status.

3.11 If you look to cancel your SLC exam and your exam date is scheduled within 5 working days of your cancellation request, no refund will be due.

3.12 All paid courses involving access to software are non-refundable. For the English course that comprises an online course and other elements, the online course aspect represents 50% of the fee paid. This portion of the course fee is non-refundable.

3.13 All refund requests must be made within the 14 day cooling off period and must be made in writing to one of our email addresses listed on the website.

Tuition Services

4.1 Where we offer to provide an academic tutor, we will look to ensure they have sufficient qualifications, training and experience to deliver effective functional skills tuition.

4.2 We have no liability for the performance of learners in exams, and signing up to our tuition service does not guarantee any success in examinations.

4.3 Where learners are unhappy with lessons we encourage them to contact the company as soon as possible. If you have had 1 lesson and you decide to cancel, a refund will be provided. If you have more than 1 lesson no refund will be offered.

4.4 Where learners are under the age of 18, they must have permission from their parent/guardian in order for the tuition to go ahead. All tuition arrangements should be set up by the parent/guardian on behalf of the child.
